China-Israel Science and Innovation Center (hereinafter refer to as the “Center”) is a comprehensive service organization created and managed by the Municipal Science and Technology Commission and jointly initiated by 5 institutions, includingChina-Israel (Shanghai) Innovation Park, East China Normal University, National Eastern Tech-Transfer Center, TaoPu Smart City and Rong Intellectual Property Consultants Co., Ltd. It aims to gather the resources of colleges and universities in Shanghai, resources of capital and service institutions, and to cooperate with Shanghai Haifa Innovation Center. It focuses on providing services in terms of joint R & D, technology incubation, achievement transformation, fund investment and talent exchange, so as to build a two-way carrier to promote innovation and interoperability.

The center was officially established and started operating on June 3rd, 2019.The center learns from the successful system and mechanism of scientific and technological achievements transformation of Israel, shares resources and operates in parallel with it, and realizes the active, professional and one-stop service mode of scientific and technological achievements transformation. The Center is an integrated, international / domestic oriented institution (corporatized with independent legal person) that provides two-way services.

On the one hand, each operating units of the Center have their own advantages and draw on their own strengths respectively: China-Israel (Shanghai) Innovation Park was jointly inaugurated and established by the Chinese and Israeli governments during the PuJiang Innovation Forum in 2015. Through the integration of Israeli overseas cooperation resources, it meets the needs and promotes the landing and industrialization of Israeli innovative technologies; National Eastern Tech-Transfer Center provides the whole chain services of technology trading, S&T finance and industrial incubation, and provides technical support for the transformation of scientific and technological achievements in Shanghai and its surrounding areas; Taopu Smart City, the carrier of China-Israel (Shanghai) innovation Park construction, provides all-round guarantee and support services; Rong Intellectual Property Consultants Co., Ltd. provides intelligent services in intellectual property analysis, agency, training and management.

On the other hand, the Center has comprehensively cooperated with colleges and universities in Shanghai and Israel to accelerate the transformation of achievements - East China Normal University and Haifa University in Israel jointly build the East China Normal University Haifa University Joint Technological Institute, a demonstrative science and innovation base in which many exemplary joint researches on the combination of industry, education and research in the field of transformation science and technology are conducted. The Center has established cooperative relations with privileged comprehensive research universities in Israel including Haifa University and Ben Gurion University, so as to give full play to the spillover effect of scientific research achievements in these universities. Meanwhile, it also cooperates with Carmel-Haifa University Economic Corporation Ltd. to introduce the transformable scientific research achievements of Haifa University in Israel, and give priority to the implementation and development in China-Israel (Shanghai) Innovation Park. Additionally, it cooperates with ZAG-S&W (Israel) Global Law Firm to provide international legal consultation and guarantee services and further expand scientific research cooperation by connecting with Gav-Yam Negev Advanced Technology Park so as to make full use of the R&D cooperation between the Park and Negev Ben Gurion University.

At present, China-Israel Science and Innovation Center mainly serves Chinese enterprises and project investment institutions with clear technical demand, as well as Israeli universities and their achievement transformation companies and scientific research institutions. According to the policy for China-Israel (Shanghai) Innovation Park jointly formulated and released by the Municipal Science and Technology Commission and Putuo District of Shanghai, the Center will provide both China and Israel with services including technology demand matching, technology transfer and early project investment, so as to build a transformation channel connecting the demander and the supplier, and promote the formation of a dumbbell agglomeration of innovation achievements between China and Israel.

In the future, in the process of the construction of China-Israel (Shanghai) Innovation Park, the Center will set up a multi-mode and successive fund for the innovation cooperation of Shanghai and Israel, help the Park with gathering at least 1000 innovation needs and innovation achievements and promoting the implementation of at least 50 innovation achievements or technical cooperation. Finally, an outstanding innovation park with one-stop service, distributed operation and linkage development will be fully constructed at China-Israel (Shanghai) Innovation Park.
